Notes: Inspector Flynn of the Boston police (but actually working undercover for a secret spy organization) sees a plane explode over Boston Harbor. He's chosen as the police liaison with the FBI, but totally ignores the FBI's doings and investigates on his own. He pursues several leads and figures out the plane was bombed to hide the fact that a Mid-East country was trying to steal an arms shipment from the U.S. Flynn managed, with the help of a Chinese spy, to get those responsible arrested (and then killed) while the FBI continued to pursue false leads.

Some clever bits of dialogue here and there, but I didn't understand the whole arms shipment scam, nor did I particularly care for any of the characters.
