Review - Frosty the Snowman

I must have seen this before sometime, but I don't remember. And maybe if I saw it when I was young, I enjoyed it. But tonight when I saw it on TV, I thought it was flat out stupid, Jimmy Durante notwithstanding.

And would someone tell me why the one little girl runs around outside in the snow in a pink short-sleeved dress with no coat?
