Cooper and Ross are competing for control of the CIA. Ross, to throw Cooper off the trail, has his man Brown pick out a random person at the airport and pretend he’s a spy. The person Brown chooses is Richard, a concert violinist who is wearing one red shoe because of a prank pulled by his friend Morris. Cooper’s agents start following Richard, searching his home and digging into his background. Agent Maddy, a beautiful blond, tries to seduce him, but she starts falling for Richard when she realizes he’s an innocent man. Meanwhile, after Richard ends his usefulness, Ross tells Brown to kill him. Brown also has a conscience and refuses. In the end, Cooper is out for Richard and for Maddy for protecting Richard. They flee to the senate chambers where the CIA is under investigation. Cooper follows and is exposed, as is Ross. Brown becomes the CIA director.

Certainly anti-government, but amusing in a simplistic way. It was forgettable but entertaining. Tom Hanks looked very young.
